While it would be very satisfying to do that, the drug nazis would see
you do it and would likely come on you like a ton of bricks. Anyway,
if you had no herb on you, the dogs wouldn't be interested in you.

The point with a high frequency sound assault would not be to keep the
dogs away, but to drive all the dogs around completely bonkers in a
way the drug nazis could not detect. 

It would be a general guerilla strike for freedom and liberty rather
than immediate personal protection.
