Well that's the difference between decriminalisation and full
legalisation.
In Holland, use and growing for personal use is legal, but growing
more than 5 plants is not, without a medical license (usually for 10
plants).
Growing more than that is still illegal, and I agree that is
makes no sense, because coffeeshops are supposed to
get their supply from somewhere.
Decriminalisation only removes the 'criminal element' from
the front end of the coffeeshop. I.e., no dealing in still illegal
harddrugs, no breaking of official regulations for bars and cafes, etc.
