If it is falling then then it's probably cos people are going onto harder 
drugs.  Many people (the kind who take drugs) are stupid enough to think 
that cannabis is actually legal now in the UK so the buzz to take it isn't

there as you're not "sticking it to the man".

However I suspect that it probably isn't falling.  It's hard to get
accurate 
statistics for these things.
