I don't see any utility in demeaning the unfortunate individuals who
have
fallen prey to Big Tobacco Companies. The BTC model promotes consumption
ad lib while a more useful model would be similar to the Native American
use of tobacco as a ritualized and ceremonial occasion.

Believe it or not there are lots of tobacco smokers on
the streets of San Francisco. I find the smoke and the smell
of it unpleasant but I will not sup****t further oppression of
smokers in order to avoid such unpleasantness. Why not?
The prestige of government has undoubtedly been lowered
considerably by the Prohibition law. For nothing is more
destructive of respect for the government and the law of the
land than passing laws which cannot be enforced. It is an open
secret that the dangerous increase of crime in this country is
closely connected with this. -- Albert Einstein, "My First
Impression of the U.S.A.", 1921
Further oppression of tobacco users will produce
the same results as seen in the Noble Experiment which the
undoubtly intelligent Doctor Einstein comments on above.
I'll bet their are lots of smokeless tobacco users in prisons
and they can pay extra to have it smuggled in by guards.
