Q: EU, EC and Foreign policy

I'm studying European law (but don't live in Europe), and I'm confused
regarding the distinction between the EU and the EC.  My understanding
is that the EC is the 'first pillar' of the EU (establi****ng the
institutions and covering social and economic policy).  I was also
under the impression that the narrower of the two entities - the EC -
was the one with an 'international legal personality'.  However, I
have now read that the EC does not have a foreign policy, only the EU
does.  This seems to be very strange because how can the EU (which is
without an international legal personality) have a foreign policy....I
know that the EU covers 'foreign affairs' but how can an entity with
no legal personality cover foreign affairs???

Any thoughts on the distinction between the two, and which really is
responsible/has a foreign policy?
