Yes or No.  Whether or not a government is capable of speaking for the
people has also depend on what it can do for the people.

I am not sure how many governments can beat China's government in
economic achievement scoreboard..China lifted some 300 million folks
from poverty to world middle class level while doing 10% gdp each year
for the last 30 years with several fold of real income increase for
the folks..So that part is better not touched by the western media
folks..They may know it too..

Thus your criteria of people electing their government is fine but is
only one of them..
