What you have shown is the CCP has replaced price mechanism with
bureacratic power.  This is different from that kind of employer-
employee relation****p we have been talking about.  The result of this
substitute has led to corruption, which raises the cost of
production.  But corruption in the production process does not
_necessarily_ justify the formation of labor unions, which can easily
lead to more corruption in a country where the infrastructure is not
well developed.
