My take is one idiot ambassador saying what she thought Saddam wanted
to her. Of course the US would object to the invasion - one person
ruling over all that oil.

I doubt the US is capable of much in the way of clandestine
conspiracies with obtuse motives.

If Saddam had any brains he would have sunk a lot of money into
American PR firms - the war against Iran had a lot of potential for
turning him into the good guy for the US public - whilst slowly
attaining nukes. And then invaded the slant-drilling statelet of
Kuwait, sometime in the mid 90s, with impunity.
