Men charged with molestation; foster and adopted children taken by DCYF

Sedonio Rodriques, 57, and Raymond A. Grenier, 53, both of 26 Sampson
St., were arrested Friday, Feb. 22, after an investigation by the
Department of Children, Youth and Families (DCYF) supplied police with
enough information for an arrest warrant, according to Bristol Police
Lt. Nick Guercia. Mr. Rodriques was charged with three counts of first
degree child molestation, one count of second degree child molestation,
and one count of attempted first degree child molestation. Mr. Grenier
was charged with three counts of first degree child molestation, one
count of second degree child molestation, and two counts of attempted
first degree child molestation.
According to Lt. Guercia, an anonymous tip to the DCYF Child Abuse and
Neglect Hotline on Nov. 30, 2007 led to an investigation of Mr. Grenier
and Mr. Rodriques. At 6:20 p.m. that day, accompanied by Bristol police,
workers from DCYF removed four children from the home — a 14-year-old
boy, a 13-year-old girl, a 6-year-old boy and a 4-year-old boy. Lt.
Guercia said two of the children were foster children, and the other two
had been adopted by the couple.
Jorge Garcia, the deputy director of DCYF, said the foster care licenses
of Mr. Rodriques and Mr. Grenier were suspended on Nov. 30 and revoked
last Friday. The two had been foster parents since 2001, and had
fostered two other children in that timespan. Mr. Garcia said no foster
children were victims in this incident, but he did not identify which
children were the foster children. All four remain under the care of DCYF.
Lt. Guercia said based on interviews DCYF did with the children between
Nov. 30 and Feb. 22, it is believed that 11 acts of molestation, all
felonies, had taken place in the home during a span of three years.
"It isn't something that's on such and such a date," Lt. Guercia said,
referring to alleged incidents.
According to witness statements taken by DCYF investigators, the
incidents revolved around one of the boys, but Bristol police and DCYF
would not identify which of the children it was. Because of the
sensitive nature of the case, Lt. Guercia said police are withholding
details from the witness statements made by the children living in the
house.
An arrest warrant was issued on Friday, Feb. 22. Lt. Guercia said the
couple was arrested without incident at about 1:30 p.m., denied bail
because of the nature of the charges and trans****ted to the Adult
Correctional Institute. A bail hearing for both will take place March 10.
Lt. Guercia said an investigation by Bristol police found that Mr.
Rodriques and Mr. Grenier were self-employed as massage therapists.
Their home was searched after their arrest, but Lt. Guercia said the
primary evidence in the case comes from the witness statements of the
children living there.
"We're going to proceed very carefully here," he said.
Mr. Garcia said DCYF does not discriminate against same-*** couples when
deciding on potential foster parents. He stressed that situations
involving abuse are not common.
"This is a rare occurrence, and we don't see these types of incidents
related to same *** couples. We don't see it across the board."

Imagine that, 6.4 children die at the hands of the very agencies that
are supposed to protect them and only 1.5 at the hands of parents per
100,000 children. CPS perpetrates more abuse, neglect, and ***ual abuse
and kills more children then parents in the United States. If the
citizens of this country hold CPS to the same standards that they hold
parents too. No judge should ever put another child in the hands of ANY
government agency because CPS nationwide is guilty of more harm and
death than any human being combined. CPS nationwide is guilty of more
human rights violations and deaths of children then the homes from which
they were removed. When are the judges going to wake up and see that
they are sending children to their death and a life of abuse when
children are removed from safe homes based on the mere opinion of a
bunch of social workers.

A recent study has found that 12-18 months after leaving foster care:
30% of the nation’s homeless are former foster children.
27% of the males and 10% of the females had been incarcerated
33% were receiving public assistance
37% had not finished high school
2% receive a college degree
50% were unemployed
Children in foster care are three to six times more likely than children
not in care to have emotional, behavioral and developmental problems,
including conduct disorders, depression, difficulties in school and
impaired social relation****ps. Some experts estimate that about 30% of
the children in care have marked or severe emotional problems. Various
studies have indicated that children and young people in foster care
tend to have limited education and job skills, perform poorly in school
compared to children who are not in foster care, lag behind in their
education by at least one year, and have lower educational attainment
than the general population.
