Only because "the issue" of the second amendment is an overbroad
statement. It isn't resolved in the same exact way that new issues
arising under the first, fourth, fifth, sixth, or any other amendment
haven't been resolved either.
However, every case before the Supreme Court in which there has been an
issue regarding the second amendment has been resolved.
Whether it was resolved in a way you agree with, however, is a different
matter. And irrelevant towards the question.
