You can't equate *all* ***ual harassment with a threat of violence (***ual
or otherwise).
If you're walking down the street and some guy wolf whistles and says
"nice
ass baby", he's rude, he's ***ually harassed you. If you work together he
should lose his job.
If not, then it should be covered by freedom of speech.
Now if the same guy says, "I'd like to drag you in to the nearest alley
and
tap that" he's actually threatened violence, by the standard that a
reasonable person would construe it that way.
There's your difference.
