Family calls sheriff after DCFS investigator never called police

The Illinois Department of Children and Family Services caseworker
called to investigate whether two toddlers were molested left a pamphlet
with the Dupo man the caller claimed molested them.
The DCFS investigator never called police, never interviewed the
children and didn't question the man, who was already a convicted ***
offender, according to police re****ts.
Police learned about the alleged abuse only when a family member brought
the girls, ages 1 and 3, to the sheriff's department to make a complaint.
"It's im****tant on these types of cases that law enforcement is involved
in the very beginning," said Capt. Steve Johnson, who heads
investigations for the St. Clair County Sheriff's Department. "We work
closely with DCFS, but our involvement is imperative for the safety and
protection of everyone involved."
The Illinois Department of Children and Family Services is
investigating, said Kendall Marlowe, DCFS spokesman, but couldn't
comment on the specifics of the case because of department policy.
Robert Andrew Forgy, 27, of 369 McBride Ave. in Dupo, now faces charges
of predatory criminal ***ual assault of a child -- a felony punishable
by up to 30 years in prison.
DCFS received a hot line call on May 13, alleging 1-year-old and
3-year-old girls were molested. Two days later, a family member and the
two children walked into the St. Clair County Sheriff Department and
asked to speak to investigators.
After taking the re****t, Sgt. Dan Stockett, Investigators Desmond
Williams and Matt Jany were sent to 369 McBride Ave. in Dupo to speak
with Forgy.
The three officers were allowed into the home, Johnson said, and
discovered a noose hanging from the ceiling with a chair underneath in
the living room.
"Naturally, we became concerned," Johnson said.
The officers began searching for Forgy and eventually spotted him
walking through a nearby field.
"Investigators conducted two days worth of questioning with family
members and the suspect," Johnson said. "The children were interviewed
at the Child Advocacy Center."
In 1999, Forgy had been charged with predatory criminal ***ual assault
of a child after police said he raped an 11-year-old Cahokia girl.
In a plea deal, Forgy received a 3 1/2 -year prison sentence in exchange
for his guilty plea to the reduced charge of aggravated criminal ***ual
abuse.
Forgy is required to register as a *** offender as a ***ual predator.
"The sheriff's department is working with the department to ensure that
this situation doesn't happen again," Johnson said. "We offered (DCFS)
our full cooperation so we can work together in these type of cases."
Marlowe could not comment on whether the investigator faced possible
disciplinary action, citing department policy.

Imagine that, 6.4 children die at the hands of the very agencies that
are supposed to protect them and only 1.5 at the hands of parents per
100,000 children. CPS perpetrates more abuse, neglect, and ***ual abuse
and kills more children then parents in the United States. If the
citizens of this country hold CPS to the same standards that they hold
parents too. No judge should ever put another child in the hands of ANY
government agency because CPS nationwide is guilty of more harm and
death than any human being combined. CPS nationwide is guilty of more
human rights violations and deaths of children then the homes from which
they were removed. When are the judges going to wake up and see that
they are sending children to their death and a life of abuse when
children are removed from safe homes based on the mere opinion of a
bunch of social workers.

A recent study has found that 12-18 months after leaving foster care:
30% of the nation’s homeless are former foster children.
27% of the males and 10% of the females had been incarcerated
33% were receiving public assistance
37% had not finished high school
2% receive a college degree
50% were unemployed
Children in foster care are three to six times more likely than children
not in care to have emotional, behavioral and developmental problems,
including conduct disorders, depression, difficulties in school and
impaired social relation****ps. Some experts estimate that about 30% of
the children in care have marked or severe emotional problems. Various
studies have indicated that children and young people in foster care
tend to have limited education and job skills, perform poorly in school
compared to children who are not in foster care, lag behind in their
education by at least one year, and have lower educational attainment
