Israel does not have extradition for Jews except for capital or personal
crimes. It does not extradite for financial crimes usually.
The reason for that rule was the many so called financial crimes in the
previous communist states in the 40's and 50's that magically Jews were
accused of.
And yes, this became problematic when Jewish criminals, and yes there are
some, took advantage of the rule that was never meant to let them escape
justice, started to run to Israel to escape culpability, most notable of
which is the legendary Crazy Eddie from America in 1988 [and btw, he was
extradited eventually].
