I think you are confused. Americans elect electors who then go to a
meeting of the electoral college and vote for who will be president
and vice president. There is no national popular vote. Had there
been, the difference in the totals between Bush and Gore would've
triggered a nation-wide recount just like happened in Florida.
Since that never happened, there is no way to know what a true
national popular vote total would be.
