It doesn't say a country has a right to self-defense ONLY if they are 
attacked. It says the Charter will not prevent self-defense in the event 
of an attack.

In other words, it has no relevance to Iraq.

Richard Perle's opinion is worth almost as much as Daisy Mae Wilkins' 
opinion.
