I don't appeal to Voltaire by accident, he was a fervent critic of all
religion and one of the few on the west that dared to criticize among the
other also the absurdities of the DL regime of his times. But please try
to
realize the fact that all regimes are changing, and if the regime of DL
regained a small part of former power in the really autonomical (if not
independent) Tibet I assume that their regime would be considered by the
many people a relative thaw compared to the present severely limited
autonomy. After all they are more familiar to the western methods of
administration.

Did ever China tried the multi-party representative government in the
ancient history of the country? Are they some credible records in the
chronicles? I rather doubt.

Besides, I suppose that if the Qing dynasty returned in China to power
they
would also try a Traditional-Western hybrid system of government.
